[#DIV28M] apportionment ballot

Dear Division 28 Members-
By now, you should have received your apportionment ballot for APA council seats. There is a misconception that all divisions, regardless of how few apportionment votes they receive, will have at least 1 council seat. This is not true. If a division does not get enough apportionment votes, it is not guaranteed a council seat, but could receive a seat through the wildcard plan. I don't know about you, but I am unwilling to leave our council seat to a wildcard selection.
My message to you is to please allocate ALL 10 of your apportionment votes to Division 28 to ensure we maintain our council seat.
Thanks for your time and consideration.
-Bill.
