The Advisory Committee to the NIH Director (ACD) has established a working group to investigate the management, integration, and analysis of large biomedical datasets (see 
http://acd.od.nih.gov/DIWG.htm for charter and roster).  The group will gather information from various sources, including internal and external data and informatics experts, and develop recommendations to present to the ACD and the NIH Director on policies regarding the management, integration, and analysis of research data and administrative data. In its initial deliberations, the working group identified the following categories of issues as important to consider when developing recommendations: Scope of the challenges/issues; Standards development; Secondary/future use of data; Data accessibility; Incentives for data sharing; Support needs. To submit a response, all comments must be submitted electronically to:  http://grants.nih.gov/grants/guide/rfi_files/nih_di/add.cfm. Responses to this RFI will be accepted through March 12, 2012.

II.         International Consortium Announces Mouse Collaborative Cross Resource 

An international research consortium, including researchers from the National Institutes of Health, have announced a new genetic resource called the mouse "Collaborative Cross" (CC). The researchers highlighted the CC resource in a series of 15 articles in the journals, GENETICS and G3: Genes|Genomes|Genetics, published February 16, 2012. GENETICS can be accessed at www.genetics.org and G3 is available at www.g3journal.org

 

The CC is a reference manual of genetic variation contained in hundreds of specially-bred mice and their genetic sequences. The mice have 90 percent of the genetic diversity present in laboratory mice, mirroring the genetic diversity in humans.  The CC and a companion mouse resource called the "Diversity Outbred" resource are already shedding light on the genes influencing HDL cholesterol levels, systolic blood pressure, triglyceride levels, glucose, and variation in hematological traits like red and white blood cell counts, reacts to influenza A virus, and mouse brain reaction to clozapine, a drug used in schizophrenia.

 

The new CC resource compliments other mouse models available through the NIH Knockout Mouse Project, a public resource comprised of mouse embryonic stem (ES) cells that aims to eventually containing a null mutation in every gene in the mouse genome. IV.   NOT-DA-12-007 Notice of Intent to Publish a Request for Applications for Centers of Excellence for Research Relevant to the Family Smoking Prevention and Tobacco Control Act (P50)  http://grants.nih.gov/grants/guide/notice-files/NOT-DA-12-007.html

 

NIDA, NCI, NIEHS, NICHD, NIMH, and NINDS, in conjunction with other IC partners, intends to publish a Funding Opportunity Announcement (FOA) to establish Centers for tobacco regulatory science to conduct programs of multidisciplinary research that will aid the development and evaluation of tobacco product regulations.  The Centers program will conduct research that addresses research priorities related to the regulatory authority of the Food and Drug Administration (FDA) Center for Tobacco Products (CTP).  Projects resulting from this FOA are expected to serve the FDA by generating relevant findings and data needed to inform the regulation of the manufacture, distribution, and marketing of tobacco products to protect public health.  Consistent with the FDA CTP mission, this FOA seeks research centers that address such topics as: the diversity of tobacco products, reducing addiction, reducing toxicity and carcinogenicity, adverse health consequences, communications, marketing of tobacco products, and economics and policies.   The FOA is expected to be published in Spring 2012 with an expected receipt date in Fall 2012.

National Cancer Institute (NCI), National Institute on Alcohol Abuse and Alcoholism (NIAAA), National Institute of Environmental Health Sciences (NIEHS), National Institute on Drug Abuse (NIDA), National Heart, Lung, and Blood Institute (NHLBI), National Institute of Mental Health (NIMH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) announce an Administrative Supplement opportunity available to eligible NIH awardees with active P01, P50, and P60 grants (see complete announcement for details  http://grants.nih.gov/grants/guide/notice-files/NOT-CA-12-007.html).

 

Depending on the funding mechanism and the scope of the eligible "parent" award, the supplemental funding may be requested to augment research projects relevant to smoking and tobacco products and/or their constituents.  At least one project must be relevant to the goals of this Administrative Supplement Program.  These administrative supplements will be supported using funds from the Food and Drug Administration (FDA) Center for Tobacco Products (CTP) designated for tobacco regulatory research and mandated by the Family Smoking Prevention and Tobacco Control Act (FSPTCA), Public Law 111-31. Following FSPTCA (http://www.fda.gov/downloads/TobaccoProducts/GuidanceComplianceRegulatoryInformation/UCM237080.pdf), the NIH and the FDA have formed an interagency partnership to foster and facilitate research relevant to tobacco regulations. Within the framework of the Tobacco Control Act, the FDA and NIH share interest in supporting research and pilots to aid the development and evaluation of optimal tobacco product regulations.

 

The administrative supplements program and other FDA-NIH initiatives (for details, see http://cancercontrol.cancer.gov/nih-fda) are intended to provide a rapid mechanism for the FDA to promote research and generate findings needed to inform the development of regulations pertaining to the manufacture, distribution, and marketing of tobacco products. Consistent with the FDA CTP mission, this Notice seeks administrative supplements that expand, enhance, or facilitate research relevant to these issues.
